To address supply chain challenges India is tapping into its pool of English-speaking engineering talent, which gives it an advantage that could reshape the semiconductor landscape.

Sarah E. Kreps, the John L. Wetherill Professor of Government and director of the Tech Policy Institute at Cornell University sees this as an opportunity for India to leverage its English-speaking engineering talent. By doing India aims to offer an alternative to semiconductor hubs in Asia and reduce reliance on a few key chip-making nations. This would ensure resilience in dealing with supply chain disruptions.

Traditionally China, South Korea, and Taiwan have dominated the microchip industry—the components powering devices. However recent geopolitical uncertainties have prompted countries to explore alternatives and strengthen their chip manufacturing capabilities. In August President Biden’s administration signed the CHIPS and Science Act that injects $52.7 billion into this sector. Nevertheless establishing manufacturing in developed nations can be quite expensive. Hence why India has become an option with the potential, for reliable semiconductor production.

India possesses qualities that make it a promising choice, for semiconductor production. These include its size, non-aligned political stance, and a flourishing technology sector projected to grow by 8.4 percent reaching $245 billion. To capitalize on this potential, India has implemented strategic measures, including a $10 billion incentive plan approved in December 2021 to attract both domestic and international semiconductor manufacturers. The plan involves the government returning 50 percent of upfront capital as a rebate.

On January 31, 2022, US President Joe Biden and Indian Prime Minister Narendra Modi unveiled the United States-India initiative on Critical and Emerging Technologies, further strengthening collaborative efforts in the semiconductor sector. These initiatives have garnered significant investment commitments from major chip consortia and manufacturers.

India faces infrastructure issues that could impede manufacturing processes, particularly in terms of uninterrupted electricity and access to ultra-pure water. India’s path towards becoming a leader in chip manufacturing has been bolstered by initiatives from the government. The “Make in India” and “National Policy on Electronics” campaigns have played roles in promoting production, including the creation of semiconductor fabrication facilities.
