Why Oracle is Restructuring Now

Oracle Corp. is cutting jobs in its closely watched cloud unit, the latest company taking steps to control costs amid heavy spending on AI infrastructure. The company is realigning its workforce to focus on artificial intelligence and cloud priorities while managing operational expenses.

In India, Oracle employed close to 28,824 people as of 2024, contributing to the company’s total global headcount of around 1.62 lakh in 2025. With India being a key talent hub for software development, cloud services, and technical support, these cuts represent a significant shift in Oracle’s Indian operations.

Software Developers Hit Hardest

Most of those impacted are software developers, with the Oracle Cloud Infrastructure (OCI) division in the US as well as ten per cent of its Indian workforce being let go. This targeted approach suggests Oracle is restructuring specific technical roles while maintaining other operational functions.

The timing aligns with Oracle’s broader strategy to pivot toward AI infrastructure investments, requiring different skill sets and organizational structures than traditional cloud services.

Global Pattern of Tech Layoffs

Oracle has initiated a fresh round of layoffs today, August 13, 2025, impacting hundreds of employees across its global operations. The cuts are particularly severe in India and the United States.

Oracle has cut cloud staff in the US, India, and Canada, citing performance and restructuring, while still hiring for AI data centre projects tied to OpenAI, TikTok, and Temu.

Strategic Shift Toward AI Infrastructure

Despite the layoffs, Oracle continues expanding its AI-focused initiatives. The company is simultaneously hiring for AI data center projects connected to major clients like OpenAI, TikTok, and Temu, indicating a strategic reallocation rather than overall downsizing.

This dual approach reflects the broader tech industry trend of cutting traditional roles while investing heavily in AI capabilities and infrastructure.

The restructuring represents Oracle’s effort to remain competitive in the rapidly evolving cloud and AI landscape while managing costs during this technological transition.
