What’s Behind the Numbers?
Uttar Pradesh continues to dominate as India’s largest state budget by a significant margin — ₹9.12 lakh crore, a 12.9% jump over last year. The Yogi government has heavily prioritised expressways, data centres, and employment-generating investment corridors, with UP also set to benefit from two of the seven proposed High-Speed Rail corridors (Delhi–Varanasi and Varanasi–Siliguri).
Rajasthan presents perhaps the most dramatic budget growth story in the group. Finance Minister Diya Kumari’s ₹6.10 lakh crore budget represents a 41.39% increase since the 2022-23 period when the state outlay stood at just ₹3.72 lakh crore. Major spending priorities include a ₹32,000 crore Yamuna water project, ₹25,000 crore in interest-free farmer loans, and a push to build 42,000 km of new roads.

Gujarat is channelling significant resources toward the GIFT City ecosystem in Gandhinagar — a tax holiday period that’s now been doubled from 10 to 20 years — alongside MSME development and renewable energy infrastructure. The Dankuni-Surat Freight Corridor also earmarks Gujarat as a key logistics hub in India’s manufacturing future.
Bihar continues to benefit from the Union government’s Purvodaya push, with 4,000 new e-buses, inland waterway development at Patna, and robust spending on rural education marking the state’s budget priorities.
Andhra Pradesh has been designated as one of four states to receive a dedicated Rare Earth Corridor — alongside Odisha, Kerala, and Tamil Nadu — making its ₹3.32 lakh crore budget particularly significant from a long-term industrial standpoint.
State-level fiscal planning in India operates within the framework established by Indian state finances and the Finance Commission, which allocates central tax shares to states — with the 16th Finance Commission providing ₹1.4 lakh crore in grants for FY2026-27 alone.
