Triple-tier system for new Hero I-League clubs: The All India Football Federation (AIFF) has introduced a triple-tier bidding system for new Hero I-League clubs. The League Committee of the AIFF recently met via video conferencing and recommended that bids be invited in a triple-tier system to provide opportunities for aspiring clubs and investors from various socio-economic backgrounds. The new system consists of three tiers, with cities from different tiers being eligible to bid for a place in the I-League.

Tier 1:

  • Cities: New Delhi, Bengaluru, Pune, Gurugram, Chennai, Mumbai, Ahmedabad, Guwahati, and Noida.
  • Minimum bid value: 5 Crore
  • Minimum net worth: 100 Crore
  • Relegation immunity: 2 seasons

Tier 2:

  • Cities: Ranchi, Itanagar, Jalandhar, Ludhiana, Phagwara, Coimbatore, Manjeri, Thiruvananthapuram, Bhopal, and Shillong.
  • Minimum bid value: 2.5 Crore
  • Minimum net worth: 50 Crore
  • Participation fee: 50%
  • Relegation immunity: 2 seasons

Tier 3:

  • Entities from any village with a stadium, training facilities, which are not more than 200 km from any airport.
  • Minimum bid value: 1 Crore
  • Minimum net worth: 40 Crore
  • Participation fee: 50%
  • Relegation immunity: 1 season

Triple-tier system for new Hero I-League clubs: AIFF introduces new bidding structure

The teams with the higher bid value will be given preference of selection, and no subsidy will be provided to teams that enter the I-League, for their respective first two seasons. All teams that come through with bids will have to pay 50% of their respective bid values as participation fee till the year the team plays in the league, for a maximum of three years. Winning bids from Tier 1 and 2 cities will have relegation immunity for two seasons, while the same from Tier 3 cities will be for one season.

Bidders from Tier 1 cities must have a minimum net worth of Rs 100 crore, from Tier 2 towns must have a minimum net worth of Rs 50 crore, while the same for Tier 3 bidders will be Rs 40 crore. The bidders will be evaluated on the supporting documents that they submit, based on which a number of criteria points will be awarded to them.

The new triple-tier system is a step towards achieving that goal. The League Committee aims to have 14 teams in the Hero I-League by 2026, and the new bidding structure will help them achieve this.
