UPI Sets Record With 21.6 Billion Transactions

The December surge represents a recovery from November’s slight dip, driven by year-end holiday spending and continued merchant adoption. For the full year 2025, UPI processed over 228 billion transactions compared to about 172 billion in 2024, demonstrating the platform’s sustained momentum.

Person-to-merchant transactions dominated growth patterns, reflecting how deeply UPI has penetrated everyday retail commerce. The average transaction size dropped to approximately ₹1,293, indicating increased usage for micro-payments across food delivery, transport, and hyperlocal services.

Challenges Behind the Success

Despite record numbers, operational concerns have emerged. The platform experienced multiple outages throughout 2025, disrupting payments for millions of users during peak hours. Fraud incidents surged with more than 13 lakh cases reported in 2024-25, resulting in losses exceeding ₹1,000 crore.

The National Payments Corporation of India is addressing these issues by implementing UPI 3.0, enhanced fraud detection systems, and stricter security protocols. The Reserve Bank of India continues pushing for international expansion, with UPI now operational in Singapore, UAE, France, and several other countries.
