Episode 2 of The Terror: Devil in Silver doesn’t just ask whether Pepper is unstable — it asks who benefits from everyone treating him that way. The answer is far more chilling than any bison-headed creature stalking the ceiling.

What’s Happening to Pepper in New Hyde?
Pepper’s 72-hour psych hold has mysteriously stretched into a two-week nightmare. He appears completely, hopelessly stuck in the decaying bureaucratic maze of New Hyde Psychiatric Hospital.
The episode spends its capital building up the supporting cast — offering more dimension to fellow residents like Coffee (Chinaza Uche) and Dorry (Judith Light), who show a palpable, tragic sympathy for Pepper.

The Escape Plan — And Its Hidden Cost
The long and short of Pepper’s master escape plan is to find a set of keys and leave New Hyde through the front door — but even he should know by now that leaving this place will be far more complicated than that.
The keys come at a moral price. Dorry is willing to hand over the keys, but she makes it clear that if Pepper takes them, Josephine — who has already had eight weeks of her salary docked to pay for a broken lock — will suffer, as will her family in the Philippines. This feeds into the idea that the staff are as trapped in New Hyde as the patients, just in a different way. Pepper takes the keys anyway. Ready Steady Cut
Meanwhile, Coffee has his own plan. He spends his days calling officials and recording them in a binder — “I mean to get the world to come in and see what’s here.” But just like the staff, the people outside dismiss him completely.
The Devil Appears — Bison Head, Old Man’s Body
Pepper is visited by a bloody former inhabitant of the hospital before being attacked by a mysterious entity. The ending sees Pepper coming face-to-face with a figure carrying an old man’s body and the head and hooves of a bison — New Hyde’s terrifying resident, and the show’s central horror symbol made flesh. Episode 2 Ending Explained — Does Pepper Escape?
No — but he gains a foothold. The episode ends with the sense that New Hyde is not merely holding patients — it is protecting something, feeding something, or hiding something that several people already know enough to fear. Pepper now has keys but precious little else, which is exactly the kind of half-victory that horror uses to keep its audience awake at night. Comic Basics
Episode 2 gives Pepper more information, but almost none of it makes him any safer. FandomWire
