The Central government has rejected the requests of IAS officers Ronald Rose and Amrapali Kata, who had been allocated to the Andhra Pradesh cadre after the state’s bifurcation in 2014, to remain in the Telangana cadre. As a result, both officers have been relieved of their duties in Telangana and are directed to report to Andhra Pradesh by October 16.
The Ministry of Personnel, Public Grievances, and Pensions has formally notified the officers, with copies of the communication sent to the Chief Secretaries of both Telangana and Andhra Pradesh.
This decision follows the recommendations of the Deepak Khandekar committee, which was established to review cadre-related requests from All India Services (AIS) officers after the bifurcation. The committee determined that the officers’ requests to swap cadres were outside the scope of the established guidelines that governed cadre allocations after the split. These guidelines had already been upheld by the High Court, which reinforced the need for fairness and uniformity in the process.

The Ministry emphasized that the allocation of IAS and IPS officers between Telangana and Andhra Pradesh was based on objective criteria and factual records. The Telangana High Court had also reiterated the importance of adhering to these principles, warning that any deviation could be discriminatory. The court noted that the officers’ attempts to challenge the guidelines amounted to an overstep into policymaking, which was outside their purview.
This recent decision marks the end of a lengthy reconsideration of IAS cadre allocations between the two states, following a directive from the court to ensure compliance with established policy. The Ministry is expected to issue similar instructions for around 11 other IAS and IPS officers who are currently serving in Telangana. This includes IAS officers such as A Vani Prasad (1995 batch), Vakati Karuna (2004), and M Prashanti (2009), as well as IPS officers like Anjani Kumar (1990), Abhilasha Bisht (1994), and Cyberabad Police Commissioner Abhishek Mohanty (2011).
This ruling brings clarity to the allocation process and underscores the government’s commitment to maintaining fairness and consistency in the management of All India Services officers between the two states.
