So this simple PC build will help you do your basic stuff like browsing, Microsoft Office stuff and yes a decent 720p gaming as well. As an entry-level PC this PC will give you the oppurtunity to work with for quite some time and if you need an quick upgrade then the AM4 socket has lot of cheap options for you to upgrade.

As a newcomer to building pc’s, i was wondering if you could replace the viper memories to a 2x8gb 3000mhz kit, and could you replace the 400 wat power supply with a 550 wat power supply, and would those upgrades help the computer/ be worth it or no?
You should have no trouble doing so because it is still ddr4 ram. At least try it if it doesn’t work it doesn’t work. However I do not know about the power supply.
