Why Drop the Shield?
It’s about respect for the passing of the torch. At the end of Endgame, Rogers handed the shield to Sam Wilson. Taking it back would cheapen that moment and muddy who the “real” Captain America is, especially after The Falcon and the Winter Soldier and Brave New World worked so hard to establish Sam.
So the Russos are building a fresh identity for Rogers. Thor keeps Stormbreaker and happily lends his old hammer to a fellow worthy hero. That keeps Steve right in the middle of the fight without stepping on Sam’s story.
