South Korea’s HD Korea Shipbuilding & Offshore Engineering (HD KSOE) — the holding company behind HD Hyundai Heavy Industries, the world’s largest shipbuilding group — has signed a tripartite MoU with Tamil Nadu’s National Shipbuilding & Heavy Industries Park (NSHIP-TN) and the Sagarmala Finance Corporation to develop the facility.

Why Thoothukudi Was the Natural Choice?

With one of India’s longest coastlines and a long-standing maritime tradition, Tamil Nadu was always positioned to play a major role in the country’s Blue Economy push. Thoothukudi specifically brings a port-led location and an existing industrial hinterland — exactly the kind of infrastructure foundation a shipbuilding cluster needs to scale efficiently.

The shipyard is planned as the anchor facility of the broader Thoothukudi Shipbuilding Cluster, spanning around 2,000 acres — split roughly evenly between shipyard operations and ancillary industries with social infrastructure, backed by a 2 km waterfront.
