India’s government is moving on two AI fronts at once: rules and computing power. IT Minister Ashwini Vaishnaw said on 8 October 2026 that the time for AI regulation has come, and that MeitY would release a consultation paper within one month.
Separately, C-DAC has issued a Request for Empanelment for up to 10,000 AI compute units under the IndiaAI Mission, as reported by MediaNama.

What Vaishnaw said
Speaking at the World Development Report 2026 launch, the minister listed safety as the most important priority, followed by a human-first approach, scaling AI, inclusivity and deepfake harms. He wants a techno-legal approach, with industry taking primary responsibility.
He estimated GPU demand at 10,000, with a first tender covering 5,000, and suggested empanelment instead of traditional tenders. See MediaNama’s report.
The compute empanelment
The RFE requires capacity in clusters of 4,000, 1,000 or 512 units, with at least 512 per cluster in a single Indian data centre. C-DAC may scale beyond 10,000 units. No deadline is stated, and the RFE page does not say how many units the first round covers.
The compute request is part of the IndiaAI Mission.
Why it matters
Startups and researchers have long complained about GPU access. A larger empanelled pool could lower costs, while the consultation paper will show how strict India’s AI rules will be. MediaNama notes that only Rs 400 crore of the five-year mission had been released as of April 2026.
