In a critical financial mandate, taxpayers across the country are facing a rapidly approaching deadline to ensure their Permanent Account Number (PAN) is successfully linked with their Aadhaar. The Central Board of Direct Taxes (CBDT) has issued a specific directive, setting the final cut-off date at December 31, 2025, for a particular category of PAN holders.

Individuals who were allotted a PAN using their Aadhaar Enrolment ID before October 1, 2024, must complete this linkage by the end of the year to maintain their PAN’s active status. Failure to comply will lead to the PAN becoming inoperative from January 1, 2026, causing immediate disruptions to essential financial and tax-related activities.

While the initial statutory deadline for the general taxpayer population was June 30, 2023, any PAN that became inoperative due to a failure to link can only be reactivated after a mandatory fee is paid.

The government mandates a late-linking fee of ₹1,000 to be paid through the Income Tax e-Pay Tax facility before the PAN-Aadhaar linkage request can be processed. This fee is non-negotiable for taxpayers who missed the earlier deadlines and whose PAN is currently listed as inoperative. The payment is the crucial first step toward restoring the full functionality of the PAN.

What Happens When Your PAN Becomes Inoperative?

An inoperative PAN is more than just an inconvenience; it triggers a host of severe financial and legal complications. The consequences extend far beyond simple tax filing, affecting everyday transactions and investments.

  • Inability to File ITR: Taxpayers with an inoperative PAN are blocked from filing their Income Tax Returns (ITR).
  • No Tax Refunds: Any pending tax refunds will not be processed or issued until the PAN is linked and reactivated.
  • Higher TDS/TCS Rates: Tax Deducted at Source (TDS) and Tax Collected at Source (TCS) will be levied at significantly higher rates, leading to immediate financial losses.
  • Financial Transaction Restrictions: Banking services, mutual fund investments, stock market trading, and applications for loans may be blocked or restricted due to invalid KYC.
  • Form 15G/15H Non-Acceptance: Forms essential for non-deduction of TDS (like Form 15G/15H) will not be accepted.

Step-by-Step Guide to Linking Your Aadhaar and PAN

The Income Tax Department’s official e-filing portal provides a straightforward, user-friendly process for completing this mandatory compliance requirement.

How to Check Your Linking Status First

Before initiating a new request, it is highly advisable to check the current status of your PAN-Aadhaar link.

  • Navigate to the Income Tax e-filing portal.
  • Click on the ‘Link Aadhaar Status’ option under the ‘Quick Links’ section on the homepage.
  • Enter your PAN and Aadhaar Number and select ‘View Link Aadhaar Status’.

If your PAN is already inoperative, the linking process will incorporate the mandatory fee payment step.

  1. Visit the Income Tax e-Filing portal.
  2. Click on the ‘Link Aadhaar’ quick link on the homepage.
  3. Enter your PAN and Aadhaar numbers and click ‘Validate’.
  4. If a penalty payment is required, you will be redirected to the e-Pay Tax service. Select the Major Head ‘0021’ (Income Tax (Other than Companies)) and Minor Head ‘500’ (Fee for delay in linking PAN with Aadhaar) and complete the ₹1,000 payment.
  5. After successful payment (which may take a few days to reflect), return to the ‘Link Aadhaar’ page.
  6. Enter the required details, click ‘Link Aadhaar’, and then enter the One-Time Password (OTP) received on your Aadhaar-registered mobile number to finalise the request.

It is crucial that the personal details, particularly your name, match exactly on both your PAN and Aadhaar documents to ensure a successful linkage.

Who is Exempt from the Linkage Mandate?

The mandatory linking requirement does not apply to all individuals. Exempt categories, as per government notifications, currently include:

  • Non-resident Indians (NRIs) as per the Income-tax Act, 1961.
  • Individuals aged eighty years or more at any time during the financial year.
  • Non-citizens of India.
  • Residents of the States of Assam, Jammu and Kashmir, and Meghalaya.

However, even individuals in these categories may voluntarily choose to link their documents.
