Football is getting a serious rulebook upgrade just in time for the biggest tournament on Earth. IFAB (the International Football Association Board) held its 140th Annual General Meeting in Hensol, Wales, and approved a sweeping set of rule changes that will debut at the 2026 FIFA World Cup — kicking off June 11 with Mexico vs South Africa.
If you’ve ever screamed at your TV over a wrong corner, a faked injury, or a slow substitution dragging on forever — this one’s for you.
FIFA World Cup 2026: Key Rule Changes
| Rule Change | What It Means |
|---|---|
| VAR for corner kicks | Can overturn a clearly incorrect corner — but only if review is immediate |
| VAR for 2nd yellow cards | Can review clearly wrong red cards from a second yellow |
| VAR for mistaken identity | Corrects cards shown to the wrong player |
| 5-second throw-in countdown | Delay = possession handed to the opponent |
| 5-second goal kick countdown | Delay = corner awarded to the opponent |
| 10-second substitution rule | Failure to exit in time = 1-minute wait for substitute |
| Injury stoppage rule | Treated player must stay off for at least 1 minute of active play |
VAR Gets Bigger — But Smarter
VAR has been one of football’s most debated innovations since its introduction. For 2026, its scope expands significantly. Corners and second yellow card decisions can now be reviewed — two areas that have caused enormous controversy in recent tournaments. However, IFAB is careful to avoid adding delay: corner reviews are only permitted if they can be completed immediately without interrupting the restart.
VAR will also fix mistaken identity situations where a card is shown to the wrong player — a rare but game-changing error when it happens.

No More Wasting Time — Seriously
The changes get teeth when it comes to time-wasting. Building on last year’s successful 8-second goalkeeper rule, IFAB is rolling out a visible 5-second countdown for throw-ins and goal kicks. Run the clock down and you hand possession — or a corner — directly to the opposition. Substitutions must be completed in 10 seconds or the incoming player is frozen out for a full minute.
Tactical injury delays are also under the microscope. Any player receiving treatment on the field must sit out a minimum of one minute after play restarts. The era of rolling around to kill clock time is officially numbered.
These rules officially take effect globally on July 1, but the World Cup’s early June start means they arrive even sooner on football’s grandest stage.
