ByteDance Is Building Its Own AI Chip with Samsung’s Help

TikTok‘s parent company is making a bold leap into silicon. ByteDance is developing its own artificial intelligence chip and has entered talks with Samsung Electronics for manufacturing support — a move that signals just how serious the pressure from US export controls has become for China’s biggest tech players.

The project, codenamed “SeedChip,” seeks to secure the firm’s digital future amid a tightening global market for processors. Here’s a snapshot of what’s been reported:

SeedChip is designed specifically for AI inference workloads rather than training, reflecting ByteDance’s operational needs across TikTok and Douyin, where billions of content recommendations run daily.

Why Samsung, and Why Now?

The choice of Samsung over TSMC is telling. Samsung’s unique position as both a leading foundry and memory producer gives it a competitive advantage few rivals can match — this dual capability addresses ByteDance’s primary infrastructure constraint. Memory chips are critically scarce right now, and bundling manufacturing with memory access in a single deal makes strategic sense.

ByteDance’s $22 billion AI procurement budget for 2026 still includes substantial orders for Nvidia’s latest H200 chips while the in-house project matures — so this isn’t an Nvidia replacement yet, but a hedge and a long-term off-ramp.

ByteDance’s chip efforts date back to at least 2022, when it began hiring chip-related staff, and Reuters reported in June 2024 that ByteDance was working with Broadcom on an advanced AI processor. SeedChip is the natural next step in that journey.
