Phase 1 – US Assembly: Initial aircraft would be assembled at Lockheed’s Marietta, Georgia facility—the current global production hub. This ensures the IAF receives aircraft quickly without delays.

Phase 2 – India Transition: As the program matures, assembly work would progressively shift to a new dedicated facility in India. The location will be determined in consultation with the Government of India.

Concurrent Production: Lockheed would maintain full-rate production in Marietta for other global customers while ramping up Indian capacity. Current output is 20-24 aircraft annually, scalable if India wants rapid fleet induction.

The Tata Connection: A Proven Partnership

Lockheed Martin’s confidence in Indian manufacturing stems from an established relationship with Tata Advanced Systems. Their joint venture, Tata Lockheed Martin Aerostructures Limited (TLMAL) in Hyderabad, has been the exclusive global supplier of C-130J empennages (tail assemblies) since 2010.

TLMAL has delivered over 250 empennages with perfect quality and 100% on-time delivery—every single C-130J built worldwide carries a “Made in India” tail section. According to Lockheed Martin executives, “the workforce they have built is amazing to see.”

The facility also produces 29 wing sets for F-16 fighter programs, demonstrating capability across multiple platforms.

Complementing the manufacturing proposal, Tata and Lockheed recently broke ground on a Maintenance, Repair and Overhaul (MRO) facility in Bengaluru. Expected operational by late 2026, this center will initially support India’s 12 existing C-130Js before expanding to service up to 80 aircraft if the MTA contract is won.

“This Defence MRO facility will bolster response time and security in the Pacific, ensure world-class sustainment capability within India while advancing sustainment for the global C-130J fleet,” said Rod McLean, Lockheed Martin’s Vice President for Air Mobility and Maritime Missions.

The facility eliminates overseas maintenance dependencies, reducing turnaround times and potentially evolving into a regional hub supporting Indo-Pacific C-130J operators.

Why the C-130J is “Uniquely Positioned”

The IAF’s existing C-130J fleet has proven itself in India’s most challenging environments. Since 2011, these aircraft have landed at Daulat Beg Oldi—the world’s highest airfield—and conducted precision operations in extreme weather and terrain that would ground other aircraft.

“The Indian Air Force has proven that the C-130J is ideally suited for the extreme, diverse topography of India,” notes Robert Toth, Lockheed’s Vice President for Business Development. The aircraft has performed special operations, humanitarian assistance, logistics in difficult terrain, and even operated from the newly established Nayoma Air Base in eastern Ladakh.

With 3 million flight hours across 23 countries and 27 operators, the C-130J offers proven reliability. It’s also operated by fellow Quad nations—US, Australia, and Japan—enhancing interoperability for regional security cooperation.

This isn’t just about selling planes—it’s about strategic partnership.
