Explained: New rule changes in the Premier League 2022/23 season

Five Substitutions rule

The five substitutions rule was first introduced during the Covid-19 pandemic in 2020. It was introduced to help the players to cope with the tight schedule and to keep them injury free. It has helped teams to manage their resources better and most of the leagues haven’t reverted back to the previous three substitutions rule. Premier League has now also officially adopted the five substitutions rule.

Multi-ball system

The multi-ball system was also introduced during the closed-door games after the Covid-19 pandemic. This was done to cut down on time wasting. There are 10 balls out of which one is used for playing, one is with the fourth official and the other 8 balls are kept at the side of the pitch in various positions. It helps to quickly start the match after the ball goes out of play.

New Match Officials

Tom Bramall, Natalie Aspinall, Nick Greenhalgh and Steve Meredith are the four new officials who have been promoted by PGMOL (Professional Game Match Officials Limited). From now on, Mike Dean, Kevin Friend, Jon Moss and Martin Atkinson will not be refereeing Premier League matches as they have new roles.

Penalty rule change

The goalkeeper’s position during a penalty kick often causes a great amount of confusion. It has now been amended in the IFAB Laws of the Game. When the ball is kicked, the goalkeeper must have at least part of one-foot touching, or in line with, or behind the goal line. The law still requires a keeper to have at least part of one foot on or above the line until the moment the spot-kick is taken. Therefore, the keeper may not stand behind, or in front of, the goal line.

New Match Postponement rules

Approval for match postponement will only be granted if the impact of player unavailability on a club’s squad is “truly exceptional and where the club concerned have taken all reasonable steps to avoid the necessity to make the application”.

Offside rule change

The IFAB has now clarified the offside rule so that it doesn’t create much confusion during the games. The guideline states: “Deliberate play is when a player has control of the ball with the possibility of passing the ball to a team-mate, gaining possession of the ball, or clearing the ball. If the pass, attempt to gain possession or clearance by the player in control of the ball is inaccurate or unsuccessful, this does not negate the fact that the player deliberately played the ball.”

Taking the knee

Rather than taking the knee in every match, it has been decided that the teams will take the knee only on special occasions. The teams took the knee on the opening match fixtures. They will also take the knee during the ‘No Room for Racism’ match rounds in October and March, Boxing Day fixtures and the final day of the campaign.

FIFA World Cup Qatar 2022

The World Cup is usually held in the June-July window. However, this time the World Cup is in Qatar and it has extreme heat conditions in the summer so the tournament will be held in the November-December window. This change in schedule has caused the leagues to pause their season in the middle. The Premier League 2022/23 season will stop on 12-13 November and will resume on Boxing Day (26th December).
