In a major legal development that has reignited scrutiny over Royal Challengers Bengaluru’s (RCB) controversial IPL title celebration, the Karnataka High Court has ordered the state government to publicly disclose the stampede report related to the June 4 tragedy outside the M. Chinnaswamy Stadium. The unfortunate incident left 11 people dead and over 50 injured, casting a long shadow over RCB’s historic first IPL win.

The directive, issued on Monday, July 14, dismissed the government’s plea for confidentiality, stating there were “no legal grounds” to withhold the report. The court emphasized that the report only contained “facts as perceived by the government”, not classified or sensitive information that warranted suppression.

What Happened on June 4?

Following their maiden IPL triumph on June 3, RCB had announced a victory parade via social media, inviting fans to join the celebrations outside their home ground in Bengaluru. What followed the next day was a massive turnout, estimated between 3 to 5 lakh people, according to the Central Administrative Tribunal (CAT). Unfortunately, the unmanaged crowd swelled to uncontrollable proportions, resulting in a deadly stampede.

As Bengaluru’s emergency services struggled to respond, questions arose over the lack of preparation and permissions. The tragedy shocked the cricketing world and drew attention to the responsibilities of franchises during public celebrations.

Government Pushback, But Court Insists on Accountability

Despite filing a plea to keep the status report confidential, the Karnataka High Court pushed back. The court has instructed the government to also furnish the report to other key stakeholders in the case:

  • Royal Challengers Bengaluru (RCB)
  • Karnataka State Cricket Association (KSCA)
  • DNA Entertainment Networks (RCB’s event partner)

This move ensures all involved parties have equal access to the facts before further judicial steps are taken.

CAT Holds RCB Responsible for the Crowd Surge

In a parallel investigation, the Central Administrative Tribunal, responding to a complaint from Vikash Kumar, Inspector General and Additional Commissioner of Police (Bengaluru West), made some damning observations. The 29-page report released by CAT squarely pointed fingers at RCB: “RCB had created nuisance by going ahead with the IPL victory celebrations without seeking or getting necessary regulatory permissions.

Following the stampede, Vikash Kumar and four other senior officials were dismissed from duty for what the state called “substantial dereliction of duty”. The CAT noted they failed to seek appropriate guidance, which contributed to the chaos spiraling “out of control.”

While RCB has largely remained silent since June 4, they did announce the creation of a relief fund titled “RCB Cares”, pledging increased compensation for the victims’ families and medical aid for the injured. However, the franchise has not issued any further public statements.

Bengaluru Tragedy Sparks BCCI Action

Notably, RCB’s Chief Marketing Officer, Nikhil Sosale, was arrested and later granted bail. The franchise continues to await a detailed CID investigation, with testimonies from both RCB and DNA Entertainment Networks already submitted. However, no date has been confirmed for a final judgment.
