FIFA has approved a new package of measures for the 2026 World Cup with one clear objective — to eliminate time-wasting and ensure that fans enjoy more minutes of real action on the pitch.

## The Rules That Will Have the Biggest Impact

The substitution rule is the one that will make headlines first. Once the substitution board is raised, players have a maximum of 10 seconds to exit the pitch. If they exceed this time, the incoming player must wait one minute on the touchline before entering, temporarily leaving their team a player short. For context, some of football’s most cynical slow-walks — Cristiano Ronaldo, Neymar, countless others — have lasted three or four minutes at decisive moments. Those days are over.

The throw-in and goal kick timers are equally significant. If a referee deems a goal kick or throw-in is being purposefully delayed, they can initiate a visual five-second countdown. If the ball is not in play at the end of the countdown, the throw-in is awarded to the opposing team — and a delayed goal kick results in a corner kick for opponents. Data showed some goal kicks were taking up to a full minute from collection to distribution. That era ends in June.

## VAR Gets Smarter — But Stays Controlled

VAR will now be used to check incorrectly-awarded second yellow cards and clearly wrong corner-kick decisions — though IFAB has been firm that corner checks must not delay play and will only be used to spot obvious errors. Crucially, VAR will not advise referees to issue a second yellow card where one was not shown on the field — it can only correct, not upgrade.

IFAB also confirmed they are studying measures to prevent players from covering their mouths while speaking to opponents — a direct response to the Vinicius Jr. racial abuse incident in the Champions League where a covered mouth made it impossible to determine what was said.

These are the most meaningful rule changes since the introduction of VAR itself. They will officially become part of the laws of the game from July 1, but will be adopted at the World Cup which kicks off on June 11, 2026. The 48-team, 104-match tournament across the USA, Canada and Mexico is now set to be faster, fairer and far less frustrating to watch.
