FIFA has announced new rules, including a "new loan limit" to prevent top clubs from stockpiling young talent

FIFA has introduced a new loan cap to prevent top clubs from hoarding players. They have established new loan limits for clubs, which will take effect in the summer transfer window.

Rules Include New Loan Limit

The number of players a club can loan out will be limited to eight for the 2022/23 season, then seven for the 2023/24 season, and six for the summer transfer window in 2024.

The new loan laws do not apply to players under the age of 22 who have been taught by the club for three years before turning 21. Loans must also last at least one transfer window and no longer than a year, with teams not permitted to loan more than three players to or from the same club.

Official Statement from FIFA

The new laws, according to FIFA, are intended to define the purpose of loans while also prohibiting excessive and abusive activities.

Serie A club Atalanta presently has 63 players on loan, the highest of any club in Europe, as per Transfermarkt. Manchester City presently has 14 players above the age of 21 on loan, while Chelsea has 11 and Arsenal has nine.

Official Statement: “From 1 July 2022 to 30 June 2023, a club may have a maximum of eight professionals loaned out and eight loaned in at any given time during a season. From 1 July 2023 to 30 June 2024, the same configuration applies but with a maximum of seven professionals.”

“Finally, from 1 July 2024, the same configuration will apply but is limited to a maximum of six professionals. Players aged 21 and younger and club-trained players will be exempt from these limitations.”
