Chelsea have reached an agreement with Wesley Fofana on personal terms for a potential transfer. Which means that if they can reach an agreement with Leicester City over a transfer fee, the contract is already in place to wrap up the transfer quickly.
Brendan Rodgers has reiterated that the centre-back is not for sale this summer. They recently renewed the contract of the Frenchman, and had a gentleman’s agreement that they would listen to offers from big clubs in 2023. As a result, it is very difficult to convince the club to let him go this summer.

The West London side have submitted two offers in the region of £60-70 million for the player, but both offers have been rejected. Recently, it was reported that Leicester City want a record transfer fee for the Frenchman if he is to leave in 2022.
Chelsea are still in negotiations, but will find it very difficult to prize him away from Leicester given the current situation. They recently signed Cesare Casadei, and are now turning their attention to Pierre-Emerick Aubameyang while the Wesley Fofana situation develops.
The Blues are also waiting to understand the situation of Frenkie De Jong from Barcelona, and whether or not the Dutchman will be leaving Camp Nou this summer.
