The WCA, in its report titled “History, Embracing Change: A Unified Coherent Global Future,” has suggested major changes aimed at restructuring cricket’s global economic model.

1. Reducing BCCI’s Share to 10%
WCA recommends slashing BCCI’s share from 38.5% to 10% and redistributing the funds to promote competitive balance and growth. Their research highlights that 70% of ICC’s revenue is generated in just three months, with India, England, and Australia (the Big 3) controlling 83% of the revenue.

2. Introduction of Four 21-Day Windows for International Cricket
WCA wants the ICC to implement four 21-day international cricket windows spread across the calendar, reducing clashes with T20 leagues. This would protect international cricket while ensuring more synchronized scheduling.

3. Creation of a Global Growth and Development Fund
The WCA advocates for establishing a centralized fund to boost cricket’s growth globally. This would be financed by a percentage of revenue from ICC events, T20 leagues, and media rights.

4. Promotion and Relegation System in Cricket
The report proposes a promotion and relegation system across all formats, ensuring that nations compete for spots in ICC events based on merit.

Leadership & Governance Concerns

The WCA’s report stresses the need for independent global leadership in cricket, highlighting that the sport currently lacks a genuine custodian. The report recommends setting up a Global Game Leadership Committee involving boards, franchises, players, and independent members to make recommendations to the ICC.

Player Backing and Support

Top cricketers like Pat Cummins (Australia), Rashid Khan (Afghanistan), and Jos Buttler (England) have voiced support for the recommendations. Rashid Khan stated:

“Cricket has given me so much, and I want to see it thrive in more than just a handful of countries. We’re urging the game’s leadership to act on the information and suggestions contained in this report.”
