The Sovereign AI Park will function as a dedicated district integrating high-performance compute infrastructure, secure data frameworks, advanced model research laboratories, and AI innovation clusters. Sarvam AI was selected under the Centre’s IndiaAI Mission to build India’s first sovereign large language model, with access to high-performance computing resources. Founded in 2023 by Pratyush Kumar and Vivek Raghavan, the Bengaluru-based startup specializes in building foundational AI models tailored for Indian languages and contexts.

Pratyush Kumar, co-founder of Sarvam AI, states: “This partnership is about building AI that is trained, deployed, and governed in Tamil Nadu, for the world. We are creating conditions for AI to move from experimentation to real-world impact at national scale.”

Inspired by historic Sangam academies, the park will develop “Digital Sangam”—Tamil-first foundational AI models connecting classical language and culture with modern digital use cases. This ensures AI systems remain inclusive, culturally rooted, and locally relevant rather than mere translations of Western models.

Prof. V. Kamakoti, IIT Madras Director, highlights: “By anchoring sovereign AI infrastructure in Tamil Nadu, students and researchers will become global creators of AI technology rather than passive consumers, converting the state’s talent into long-term economic leadership.”

Strategic Economic Positioning

The project aims to create 1,000 deep-tech jobs across AI research, infrastructure engineering, and governance-focused technology roles. Industries Secretary Arun Roy notes this places Tamil Nadu among select global destinations offering AI-grade infrastructure and deep-tech talent within a single integrated ecosystem.
